ICT for Open Government in the Developing World -How new information and communication technologies impact governmental transparency and information provision, citizen engagement, and social accountability in developing countries.

Dr. Jennifer Shkabatur is a consultant on information and communication technologies (ICT) and social accountability at the World Bank. She has worked on projects of open government, open data, ICT-enabled citizen engagement, and interactive community mapping in Brazil, Chile, Kenya, the Philippines, Russia, Armenia, and Belarus.
